OPRA Request
Dear New Brunswick City,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Body worn camera footage from all NBPD officers in the area of 34 Central Ave and the intersection of Central Ave and Prospect Street in regard to an intoxicated/EDP subject between the hours of 2300 on 10/31/25 and 0100 on 11/01/25.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.
Yours faithfully,
Howard Hamlin

Re: OPRA Request 26-142
Dear Requestor:
My office is in receipt of your OPRA request dated March 17, 2026, which was received March
18, 2026.
After an accurate assessment, preparation of the BWC records responsive to your request would
require an extraordinary amount of time to redact and process. A special service charge
pursuant to N.J.S.A. 47:1A-5(c) will be required to fulfill your request. It is estimated
that it will require five (5) hours to prepare the records. At the BWC/MVR Clerk rate of pay
of $31.45 per hour, the estimated service charge is $157.25.
A deposit of one-half of the estimated service charge ($78.62) is required to be paid to
begin to process your request. The remaining sum is due after the records have been prepared.
A lower charge will be charged if the redaction staff can prepare your records in less time
than approximated. You will not be charged for any additional time surpassing the five (5)
hours approximated.
Kindly respond in writing with your acceptance or rejection of this estimated charge. We will
not begin to process this request until we receive your written acceptance along with your
deposit.
If we do not receive payment prior to April 6, 2026 we will assume that you are not
interested in paying the applicable fees and we will consider the OPRA request closed.
Thank you for your interest in this matter and if my office can be of any further assistance,
please do not hesitate to contact us.
Sincerely,
Captain
Amish Shah
