On behalf of Records Custodian Brooke Bartley, we are responding to your
OPRA request as follows;

 1. We presume by asking for an email log you are requesting a list of all
emails sent from or received by the listed addresses showing the
sender, recipient, date and subject matter line for each email. Please
advise if this is not correct. Our I.T. department has been working to
generate such reports, which are not readily producible by our system
and would have to be created. Due to the voluminous nature of the work
we are requesting until June 23, 2021 for an initial response. At that
point, we will have a better idea whether a special service charge
will be warranted to redact any privileged or confidential information
from the lists.

 2. Your second item is not an appropriate form of OPRA request for
emails. The Government Records Council has ruled that “in order to
specifically identify an e-mail, OPRA requests must contain (1) the
content and/or subject of the e-mail, (2) the specific date or range
of dates during which the e-mail was transmitted or the e-mails were
transmitted, and (3) a valid e-mail request must identify the sender
and/or the recipient thereof.” Gatson v. Morris County Prosecutor’s
Office, GRC Complaint No. 2010-276. As you have not provided all of
the required parameters, I am denying your request on this item.
Please revise and re-submit.
