Dear Manchester Township,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.

Records requested:

1. A list of all lawsuits and cases in which any officer of the police department was involved between 2012 and 2019. For each lawsuit/case, please provide the date (month and year) of the alleged incident at issue, whether the alleged incident was excessive force, settlement amount (if any), and final compensation amount ruled (if any).

2. Please provide copies of the complaint in any lawsuits and cases described above.

Good Morning,

Manchester Township has received your records request, please understand that the Township building is currently closed. We will complete this request as soon as possible.

As of March 23, 2020 the Manchester Municipal Building is closed until further notice. Please see below regarding OPRA Requests received during this time period:

Does a public agency have to respond to OPRA requests within seven (7) calendar days during the COVID-19 outbreak?

Manchester Township Municipal Clerk’s Office As of March 20, 2020, both houses of the New Jersey State Legislature have passed bills (Nos. A3849 and S2302) which remove the deadlines by which a public agency is required under the Open Public Records Act (“OPRA”), N.J.S.A. 47:1A-1 et seq., to respond to requests for government records during a state of emergency, public health emergency or state of local disaster emergency. However, the custodian of a government record must make a reasonable effort, as the circumstances permit, to respond to the request within seven (7) business days or as soon as possible thereafter.
