Hi Katie,
I spoke with Candee about this in person and she stated that Lisa is fostering puppies in her apartment. We did a health and safety inspection and saw no signs of other animals in the unit other than her puppy that we already know about. Don’t know what to do from here .

Afternoon and I apologize for sending this email on a holiday week. I have spoke to Lisa that lives above me. I babysit her son sometime Sundays from 6:30pm until 3-30am to be a neighbor and help a fellow resident. It does take a community/village. However I live under a Kennel. I tried to explain to her it's not her child playing upstairs that bothers me, the last tenant's daughter use to roller skate in the house, especially in the winter and I never complained because it's a child! But she said " I foster Dogs". They bark all night and day, constantly scratching on the floor which I can hear ALL night and day. I'd like to get help with this situation. I can send you the texts she sent me "I hate kids!" but no mention of the dogs. You can see throughout my 9-10 years here I try to be involved with every housing event. I am doing my best to take care of me a my daughter. This my be TMI but you need to know, my daughter is on antidepressants and needs here sleep, also am dealing with a lot of health issue myself, physically, due to not being able to soak in my tub it takes a little longer for me to bounce back from the activities that I do to maintain my mobility and get out to see people because we haven't any family on top of it I am in menopause but I have proper medicine for it and I function as any other person, very seldom these days I have flashes and irritation. Again I've spoken with her as a neighbor but there where nasty text back and I have know blocked her.
Thank for listening and hopefully, she knows it's me. Y'all are never anonymous about anything so I tried neighbor to neighbor first.
