I am writing to submit a formal request under the Open Public Records Act (OPRA), N.J.S.A. 47:1A-1 et seq., seeking copies of the commissions issued to the following Rowan University Police Officers by the Glassboro Police Chief, or the Superintendent of the State Police, in accordance with NJ State Statute 18A:6-4.3:

Given that Rowan University's Main (Glassboro) Campus is located within the Borough of Glassboro and Officers may fall under multiple jurisdictions, due to their numerous campuses, I am also directing a copy of this request to the Department of Law and Public Safety, Division of State Police, Custodian of Records and the Borough of Glassboro, Custodian of Records. This is to ensure that all relevant records are accounted for, as it is possible that applications for commissions were made to the Superintendent of State Police, as outlined in the statute.
Please be advised, that you may not be the custodian of the applicable granted and signed commission, if not, we seek the application for commission or other document requesting a commission be issued to these Officers and delivered to the Glassboro Police Chief or the Superintendent of the State Police under NJ State Statute 18A:6-4.3.
Please provide the requested documents in compliance with the statutory timeframes specified by OPRA.

Good morning,
We are in receipt of your March 6, 2024 OPRA request (below). Please be advised that we are attempting to collect the information. However, one of the contacts with the needed information has been out of the office and is not scheduled to return until next week. Therefore, Rowan requires an extension of 7 business day or until March 26, 2024 for its response. We will make every attempt to provide a response earlier if at all possible.

Please accept this as Rowan's completed response to your March 6, 2024 OPRA request (below) wherein you sought the copies of the commissions issued to the following Rowan University Police Officers :

William Boyer
Frank Davey
Gregory Farrar
Kevin Fennal
Austin Ramos
Dylan Landi
Attached please find the "Oaths Administered", which are the equivalent of a "Commission" to the above Officers since they are issued only after a background investigation, a drug screening test, a psychological examination and completion of training at the PTC academy. All signatures were redacted pursuant to N.J.S.A. 47:1A (1 and 19) and Burnett v. Cnty. of Bergen, 198 N.J. 408 (2009).
This response is being provided on March 25, 2024 which is within the additional time requested below. I believe this is a full response to your OPRA request and Rowan will close this request unless you advise otherwise.
