OPRA BWC Request

We're waiting for FG to read a recent response and update the status.

Dear Closter Borough,

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
Body worn camera footage of Officer Han conducting a motor vehicle stop on the night of 12/30/2023 at approximately 01:30 hours on Knickerbocker Road on a red Ford Explorer.

To whom it may concern,

 

You requested:  “Body worn camera footage of Officer Han conducting a
motor vehicle stop on the night of 12/30/2023 at approximately 01:30 hours
on Knickerbocker Road on a red Ford Explorer.”

After having completed numerous OPRA requests regarding Bodycam and
Dashcam footage the Closter Police Department has devised a formula to
account for the amount of time it takes to review and redact such
requests.  This formula takes into account that 4 minutes of footage takes
approximately 1 hour of work to review, redact, and download.  These
redactions are necessary to obscure any personally identifying information
that may appear in said videos as required by OPRA.

SPECIAL SERVICE CHARGE CALCULATIONS DUE TO THE EXTRAORDINARY EXPENDITURE
OF TIME AND EFFORT PERFORMED BY THE LOWEST PAID EMPLOYEE CAPABLE OF
PERFORMING SAID WORK:

“Minutes of footage” x 15 x $122.90 = Cost

In this case the video footage you requested is 3.5 minutes and would be
available to download on your computer via Axon’s evidence.com

3.5 x 15 x $122.90 = 52.5 minutes (rounded up to 60 minutes) x $122.90 =
$122.90

If you would like this footage downloaded to DVD disc ($5.00) instead of
being available via evidence.com the total cost would be

$122.90 + $5.00 = $127.90

Please let me know if you would like to proceed in which case we would
need a check made payable to, “BOROUGH OF CLOSTER” for the amount of your
choosing above.  Please remit payment prior to work being performed. 

*NO WORK WILL BE PERFORMED WITHOUT CHECK SUBMISSION AND CLEARANCE FROM THE
FINANCE OFFICE*
