The Township of Bloomfield received your Open Public Records Act (OPRA)
Request on July 17, 2020.  As such, the seven (7) business day deadline to
respond to your request is July 28, 2020.  This response to your request
is being provided to you on the 7^th business day after the Township’s
receipt of said request.

Your OPRA request sought access to the following:

“I am requesting a current list of records over the past 2 YEARS for each
of the following be delivered via e-mail in EXCEL format:

1) All abandoned/vacant residential properties (Property Class 2)
2) All condemned properties
3) All residential properties with delinquent taxes
4) All residential properties for which a Lis Pendens notice has been
filed or that are currently in probate
5) All properties that are absentee-owned
6) All properties with delinquent water and sewer which date back up to 1
year, including amounts owed
7) All properties currently listed with water shut-off notice
8) All properties with code violations, including the type of violation
9) All properties with notices of abatement”

Your request requires additional time beyond the seven (7) business days
to fulfill because of the extent of the request. OPRA allows custodians to
seek extensions of time pursuant to N.J.S.A. 47:1A-5.i.  Specifically,
OPRA states that, “the requestor shall be advised by the custodian when
the records can be made available.  If the record is not made available by
that time, access shall be deemed denied.”

Your request requires an extension of time until July 31, 2020.

If your request for access to a government record has been denied or
unfulfilled within the seven (7) business days required by law, you have a
right to challenge the decision by the Township of Bloomfield to deny
access.  At your option, you may either institute a proceeding in the
Superior Court of New Jersey, or file a complaint with the Government
Records Council (GRC) by completing the Denial of Access Complaint Form.
