Dear Jackson Township,

Please accept this electronic request for public records made under OPRA
and the common law right of access.  I am not required to fill out an
official form or use a particular software platform to submit my request
per NJSA 47:1A-6(f), which states that an email from a requestor including
all of the information required on the adopted form shall suffice in place
of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New
Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

I request copies of the following records related to the New Jersey Clean
Communities grants awarded to Jackson Township for calendar years 2023,
2024, and 2025.

Please provide the following records:

        1.      All Clean Communities grant applications submitted by
Jackson Township for the above years.

        2.      All award letters, grant agreements, or funding notices
issued by the New Jersey Department of Environmental Protection (NJDEP) to
Jackson Township.

        3.      All interim, quarterly, and final expenditure reports
submitted by the Township to NJDEP relating to Clean Communities grant
funds.

        4.      All certifications or compliance forms signed by municipal
officials confirming compliance with Clean Communities program
requirements.

        5.      All documentation supporting expenditures charged to Clean
Communities grant funds, including but not limited to:

        •       payroll records or summaries for employees paid through
the grant

        •       overtime records

        •       vendor invoices

        •       purchase orders

        •       payment vouchers

        •       equipment purchases

        •       event or cleanup program descriptions

        •       public education or outreach materials.

        6.      All correspondence between Jackson Township and NJDEP
regarding Clean Communities grant expenditures, reimbursements, or
compliance.

        7.      Any audit reports, compliance reviews, deficiency notices,
or corrective action communications issued by NJDEP relating to Jackson
Township’s Clean Communities grant expenditures.

        8.      Any municipal accounting records, ledger entries, purchase
orders, or check register entries reflecting the receipt or expenditure of
Clean Communities grant funds for the above years.

        9.      Any resolutions, budget transfers, or council
authorizations related to the use of Clean Communities grant funds.

My preferred delivery method for response(s) to this request is by E-mail
as attachments.  Please confirm you have received this request.  If you
are not the custodian of records, please forward my request to that person
and provide their email address to me for future reference.

Dear Requestor,

Jackson Township records custodian received your Open Public Records Act
(“OPRA”) request, 2026-244 on March 4, 2026. The seven business day
deadline to respond to your request is March 13, 2026. (Holiday's
excluded)

OPRA allows the records custodian to seek extensions of time pursuant to
N.J.S.A. 47:1A-5.-i.

Please be advised that the Township anticipates requiring a
1-week extension until March 20, 2026 to compile, review, and redact (if
necessary) the potentially responsive records in accordance with New
Jersey law. The Township also reserves the right to request an
additional extension of time, if necessary. See Scheeler v. New Jersey
Department of Educ., GRC Complaint No. 2014-123 (2016).
