Under OPRA, agencies are required to disclose only ‘identifiable’
governmental records not otherwise exempt. Wholesale requests for general
information to be analyzed, collated and compiled by the responding
government entity are not encompassed therein.” MAG Entertainment, LLC v.
Division of Alcoholic Beverage Control, 375 N.J. Super. 534, 549 (App.
Div. 2005). “OPRA only allows requests for records, not request for
information.” Bent v. Stafford Twp., 381 N.J. Super. 30, 37 (App. Div.
2005) Further, “[r]esearch is not among the custodian’s responsibilities.”
Jersey Builders Ass’n v. New Jersey Council on Affordable Housing, 390
N.J. Super. 166, 177 (App. Div. 2007). Thus, requests requiring a
custodian to “collect, evaluate, and compile information” from separate
files, in effect, amount “to an improper demand for research.” MAG
Entertainment, supra. 375 N.J. Super. at 540.

The City does not maintain the lein records that you seek in this request.
Even if it did, such an undertaking would require collection, evaluation
and compilation from separate sources. It would thus impermissibly require
the City to conduct research and/or create new records on your behalf,
which is outside the scope of OPRA.

For those reasons, this request is denied in its entirety.
