Office of Assessments Technical Reports
Dear New Jersey Department of Education,
I am requesting links to the statewide assessments Technical Reports for the NJSLA and NJGPA under OPRA. I can only find the NJSLA Technical Reports up through 2022. Where are the reports for 2023 and 2024? I am unable to find any Technical Reports for the NJGPA assessments. The NJGPA is a high-stakes statewide assessment that can have consequences for students and label them as ready for graduation, or not. It is unacceptable that the Office of Assessments does not ensure access to these documents on the website for the public in a timely manner. They are not confidential reports since I can see past assessment Technical Reports.
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

Why is the DOE unable to produce Technical Reports for the assessments? Have they not been completed? I find this extremely concerning when score reports are being released without any DOE oversight of Technical Reports.

I am writing to request an internal review of New Jersey Department of Education's handling of my OPRA request 'Office of Assessments Technical Reports'.
On June 26, 2025, an OPRA request was submitted to the Department of Education that asked for the following:

I am requesting links to the statewide assessments Technical Reports for the NJSLA and NJGPA under OPRA. I can only find the NJSLA Technical Reports up through 2022. Where are the reports for 2023 and 2024? I am unable to find any Technical Reports for the NJGPA assessments. It is unacceptable that the Office of Assessments does not ensure access to these documents on the website for the public in a timely manner. They are not confidential reports since I can see past assessment Technical Reports.
The DOE has failed to send documents or links and I have yet to be given a reason as to why. The DOE keeps pushing back the date with no end in sight. These are not confidential or secure documents and all states have them for statewide or high-stakes assessments. A technical report for a state assessment is a document that provides a detailed explanation of the methods, processes, and validity of an assessment used at the state level. Why is it difficult for the Assistant Commissioner(s) or Director of the Office of Assessment to produce these documents?

The Department of Education does not make or maintain records responsive
to your request for the 2024 Technical Reports for the NJSLA and NJGPA.
Accordingly, this part of your request is denied.
Please note, the 2023 Technical Report is currently with the vendor for
web-tagging and accessibility resolution. While the Department currently
does not have the 2023 report, we can continue to keep this part of your
request open as a courtesy, until we have received and reviewed the 2023

Dear OPRA Custodian,
I want the request left open as it should not take too long for web tagging and accessibility. Posting the Technical Reports has never been an issue in the past, and it's been common practice for NJ and other states. Technical Quality of state assessments is also a critical component of the federal guidelines for Peer Review so it's a bit surprising that the information for 2023 and 2024 is not available.
