Detective Graham Borg conducted an investigation related to Douglas Bollinger, the OCVTS and a student victim. I am respectfully requesting the police investigation number, emails, memos and correspondence between the TRPD and Karen Homiek, the OCVTS, and Robert Shea during the time period between June 1, 2022 through July 27, 2022 and the status of the investigation and findings. Dear Toms River Police Department,

Bollinger is scheduled to be sentenced on January 10, 2025. By law, the Toms River Police Department should have responded to this respectful request by December 31, 2024. The response is late. If you could kindly review your records and respond promptly in accordance with the OPRA I would appreciate it. If the Ocean County Prosecutor’s Office was unaware of this earlier Bollinger investigation, kindly advise them of your findings so they make the appropriate, legal adjustments. Thanks so much.

Understood and agree juvenile records should be sealed . Thanks for confirming the existence of the investigation. The investigation of Bollinger is not a “juvenile” case even though the reported victim was a minor - the suspect was a teacher in his 50’s. Kindly review, redact and release the requested information regarding the investigation. Respectfully, I do not believe the communications between the TRPD, the OCVTS, Karen Homiek and Robert’s Shea are juvenile records. Dear Toms River NJ OPRA Support,

Here are two examples where the Ocean County Prosecutor's Office and the Lakehurst Police released records involving Bollinger and a juvenile victim. These cases originated when an extraordinarily brave little girl (victim) walked into the Lakehurst Police Department in August 2022 and told her story. The Toms River PD invest pre-dates these cases. I do not know if it is the same victim but if it is I would respectfully request you forward your investigations to the OCPO in the event they were unaware. Kindly use the below responses that were appropriately redacted as an example to emulate.

Dear Toms River NJ OPRA Support,

Douglas Bollinger has been sentenced to a non-custodial sentence due to a plea deal described by Bradley Billhimer -
“Issues in the course of this investigation created challenges in the State’s ability to prove more serious charges against this defendant beyond a reasonable doubt. The victim is cognizant of those issues, and is in support of this resolution,” Prosecutor Billhimer stated. I teach and would like to complete a research project and use the OPRA responses, or lack of responses, as I teach in the developing world. If you could kindly review and provide the requested information for an investigation conducted by the Toms River PD regarding Douglas Bollinger that occurred prior to the OCPO investigation.

I am writing to request an internal review of Toms River Police Department's handling of my OPRA request 'OCVTS TRPD Bollinger Investigation'.

This respectful request is long overdue. Kindly review and release any notes, emails, telephone log records, investigative findings, correspondence, CAD records and police report numbers relating to an investigation conducted by Detective Graham Borg of the TRPD related to Douglas Bollinger and the Ocean County Vocational and Technical School. There are several references to conferences with "Borg" in RC Shea & Associates" billing records submitted to Ocean County for payment in June/July 2022 regarding an investigation conducted by the TPRD including an entry on July 13, 2022 - "Conference with Christine; Review of issues re:[AF]; Conference with Borg re:no further issue for Police Department; Attempt to set up Zoom for [AF].

On July 14, 2022 "Receipt and review of Detective supplemental report; Conference with RCS and KM regarding same" and several additional entries billed to Ocean County that describe several meeting with Robert Shea, Karen Homiek, Bolliner's unnamed attorney, regarding an "[AF]" and an investigation conducted by the Toms River Police.

In addition, kindly supply any communications sent and received from Detective Graham Borg to the Ocean County Prosecutor's Office during his investigation, specifically the OCPO Office of Professional Standards/Corruption Unit. Thanks for your anticipated review and release of the records cited above.

This was NOT a juvenile investigation. The victim was a juvenile at the time but the suspect was an adult in his 50's and a teacher at the Ocean County Vocational and Technical School. Thanks
