Dear Ocean County Prosecutor's Office,

Please accept this electronic request for public records made under OPRA
and the common law right of access. I am not required to fill out an
official form or use a particular software platform to submit my request
per NJSA 47:1A-6(f), which states that an email from a requestor including
all of the information required on the adopted form shall suffice in place
of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New
Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Records requested:

Investigation findings and the investigation report number(s) for
allegations of misconduct at the Ocean County Vocational and Technical
School. I am specifically referencing a letter dated April 15, 2020, from
then Freeholder Director Joseph Vicari to then Ocean County Administrator
Carl Block reference a letter received from then Ocean County Executive
Superintendent of Schools Kevin Ahearn with an email attachment named
"Concerned Parents" wherein allegations of nepotism with the hiring of a
retired Jackson Police Officer, James Anuario, and additional allegations
of misconduct, including alleged sexual misconduct, by members of the
faculty, at the Ocean County Vocational and Technical School - Academy of
Law and Public Safety. Apologies for the verbose request as I am
respectfully providing references to assist you.

The Ocean County Commission meeting minutes dated September 4, 2024, pages
20 through 26 wherein Ocean County Commissioner Deputy Director Quinn
specifically referenced an investigation made by Prosecutor Bradley
Billhimer and made the determination the allegations "do not have enough
substance moving forward."

"DEPUTY DIRECTOR QUINN: "He has looked at every one of your allegations
and he has deemed them not to have enough substance to be moving forward.
That's his decision, his choice. We can send cases over there and maybe
we're not going to be happy with the outcome, the result that he comes
back with, but it's his decision to make those

calls. He's got the background in Law Enforcement. You have a background
in Law Enforcement, and you disagree with him."

ROBERT YAISER: "It's not a question .. .I don't disagree. And I want to be
clear. I had 30 years in Law Enforcement, another, almost nine teaching. I
know Brad personally. I know he has extensive experience at the Bamboo Bar
and over in Seaside. Other than private practice this was his first foray
into Law Enforcement, yes? When he became Prosecutor? The Attorney General
has two years' experience. All we're asking is for the truth and
accountability. You see me put that in writing, politely and respectively.
Sir, all we're asking for. .. no one has

answered a question, and it shouldn't be their responsibility."

The request from Commissioner Vicari for a review in 2020 pre-date the
Zachary Slater and Douglas Bollinger arrests. Kindly review and identify
the investigation(s) conducted by the Ocean County Prosecutor's Office of
the OCVTS.
