Please be advised this firm represents Ocean County.  The County is in
receipt of your OPRA request dated December 17, 2024.  A requestor must
specifically describe the document sought. Bent v. Stafford Police
Department, 381 N.J. Super. 30, 37 (App. Div. 2005). OPRA is not intended
as a research tool to “force government officials to identify and siphon
useful information. Rather, OPRA simply operates to make identifiable
government records ‘readily accessible for inspection, copying, or
examination.’ MAG Entertainment, LLC v. Division of Alcoholic Beverage
Control, 375 N.J. Super. 534, 546 (App. Div. 2005). 

As such, a proper request under OPRA must identify with reasonable clarity
those documents that are desired, and a party cannot satisfy this
requirement by simply requesting all of an agency's documents.

 

Your OPRA request is overly broad and requires clarification, the request
 fails to specify a particular document as required under OPRA as follows:

 

All inmate records relating to any and all inmates who died while in
custody between January 1, 2024 and December 17, 2024, including by not
limited to;

Please identify the specific inmates for which the requested records are
sought.

i. Intake records;
ii. Medical records;
iii. Housing/cell assignment records;
iv. Disciplinary records;
v. Inmate reports;
vi. Personal property list;
vii. Assigned jail property list

b. Log of all inmates and/or persons that died while housed in the Ocean
County Jail and/or under the Custody of the Warden of the Ocean County
Jail.

Please provide clarification, specifically which types of logs are sought
for which dates.

c. All records including outgoing telephone logs, CAD report, 911
transcripts, dispatch logs, concerning calls for emergency service to
Ocean County Jail between January 1, 2024 and December 13, 2024;
Please provide clarification, providing specific dates, times and subject
matter of the requested documents.

d. Accident reports relating to all inmates and/or persons housed in the
Ocean County Jail or under the custody of the Warden of the Ocean County
Jail who died while housed or in custody between January 1, 2024 and
December 13, 2024 ;

Please provide clarification, providing specific dates, times and subject
matter of the requested documents.

e. All reports relating to the death of any person who died while in the
the Ocean County Jail between January 1, 2024 and December 13, 2024;

Please provide clarification, requesting specific reports, dates and
subject matter of the requested documents.

f. Purchase agreements for all bedding, sheets, pillows, prison uniforms

Please provide clarification specifying the vendor and date(s) of the
requested agreements.

Please accept this electronic request for public records made under OPRA
and the common law right of access. I am not required to fill out an
official form or use a particular software platform to submit my request
per NJSA 47:1A-6(f), which states that an email from a requestor including
all of the information required on the adopted form shall suffice in place
of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New
Jersey, any other state, or the United States.
