Please accept this letter in response to the questions that have been raised relative to proposed project on Oaks Road in Long Hill Township.  I understand that there have been a number of communications to your office that alleged the work would somehow have an adverse impact on the NJ Transit culvert that is downstream of the project site.  This is not the case and the attached documents demonstrate that.  The first two attachments are the existing and proposed drainage area maps to the NJ Transit culvert.  As can be seen, the drainage area remains the same and is 38 acres at the culvert.  The last attachment is the hydrologic analysis of the watershed.  While the existing road is not paved, it is “impervious” under the NJDEP stormwater definitions.  Notwithstanding that condition, the stormwater calculations assume a lower curve number (therefore less runoff) than the proposed condition.  Even with this very broad assumption, the calculations show that there is no change in the overall curve number for the watershed.  Similarly, there is no change in the time of concentration.  Since none of the three variables associated with the runoff calculations change, there is no increase in the runoff to the culvert.  Additionally, the limit of work is approximately 100’ away from the NJ Transit right of way and no right of way permit is required.
