we would like the following
1.does the city / town assign your municipal Liens
2.can we have a list of all tax lien Investors
3.can we have a list of all properties that are in bankruptcy
4.can we have a list of all properties that have liens on them dating back to 2002 until today
5.can we have a list of all properties that are in probate
6.can we have a list of all vacant and abandoned properties

if you can provide in excel that would be great

Please see attached the responsive records to your OPRA request received
on December 27, 2022, as follows:

1) Franklin Borough will consider Assignment, a written request is
required for only Borough held liens.
2) Please see attached list of all tax lien investors.
3) No open tax bankruptcies.
4) Please see attached list of outside holder open liens and Franklin
Borough held open liens.
5) No list exists within our files.
6) No list exists within our files.

Please note that lawful redactions were made to remove confidential
information such as FEIN numbers and certain tax return information.
These redactions were made pursuant to McCormack v. State of N.J. Dep't of
Treasury, GRC Complaint No. 2013-357 (Interim Order dated May 24, 2016) at
7, ("a FEIN number is akin to a social security number"); 26 U.S.C.S. 6103
(returns and return information, including taxpayer identity, shall remain
confidential.) and N.J.S.A. 47:1A-9(a)(other laws regulations, privileges
unaffected); N.J.S.A. 47:1A-1 (".a public agency has a responsibility and
an obligation to safeguard from public access a citizen's personal
information with which it has been entrusted when disclosure thereof would
violate the citizen's reasonable expectation of privacy."); Burnett v.
County of Bergen, 198 N.J. 408 (2009)(citizens have a reasonable
expectation of privacy in their personal information such as social
security numbers); Executive Order #21 (obligation to safeguard from
public access a citizen's personal information); Lucente v. City of Union
City, GRC Complaint No. 2005-213 (July 2006)(confidentiality of tax
payer's identity and tax return information); and Executive Order 26
(McGreevy, 2002) (information in a personal income or other tax return,
and information describing a person's finances, income, assets,
liabilities, net worth, bank balances, financial history or activities or
creditworthiness).

As you are aware the deadline to respond to your OPRA request is seven (7)
business days, this response has been provided on the 7th business day
(Borough offices were closed Monday January 2, 2023 in observance of New
Year's Day) as such the municipality has timely responded to your OPRA
request in accordance to New Jersey Law.

This concludes your OPRA request and the matter is now closed.
