To Ms. Hurtt,
As the OPRA custodian, I am in receipt of your below email.
Please note, the School Ethics Commission is a separate and distinct
commission from the NJ State Ethics Commission. You may want to make your
OPRA request directly to them.
Further, Department regulations and long-standing L&PS policy/practice
prohibit the submission of OPRA requests by email or fax. This is
supported by both case law and the General Records Council. Further,
N.J.A.C. 13:1E-2.4(a) is clear in its prohibition against email
submissions of record requests.
Therefore, I can not accept the below email as a valid OPRA request to the
NJ State Ethics Commission.
You are permitted to make said request by way of mail or using the NJ
online OPRA system.

I am writing to request an internal review of State Ethics Commission's handling of my OPRA request 'New Jersey School Ethics Commision'.
Further, Department regulations and long-standing L&PS policy/practice

I am in receipt of the below email.
The School Ethics Commission is not located within the New Jersey State Ethics Commission. Rather, the School Ethics Commission is part of the Department of Education (DOE). As such, the records are not made, maintained, or received by The State Ethics Commission.
Pursuant to N.J.A.C. 13:1E-2.4(b), I am are unable to accept or transfer the request to DOE. You may be submit the request to DOE via the online portal at https://www-njlib.state.nj.us/NJ_OPRA/ge....
Any and all future OPRA requests to agencies located within Law & Public Safety, including the State Ethics Commission, must be submitted via the online portal or via hard copy correspondence. N.J.A.C. 13:1E-2.4(a) prohibits the submission of OPRA requests via email or fax. Any requests submitted via email or fax will not be accepted.
