NBHA FY 2026–2027 Annual Plan, 5-Year Plan, Professional Contracts, and Board Meeting Records
Dear New Brunswick Housing Authority,
Pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq. ("OPRA") and the common law right of access, please accept this formal request for electronic copies of the specific government records described below.
Per N.J.S.A. 47:1A-5(f), an email or written request from a requestor containing all information required on the adopted form shall suffice in place of a completed form.
STATUTORY REPRESENTATIONS
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.

RECORDS REQUESTED
1. FY 2026–2027 Annual Plan
Record Requested: The final, complete copy of the FY 2026–2027 New Brunswick Housing Authority (NBHA) Annual Plan to the U.S. Department of Housing and Urban Development (HUD), inclusive of all attachments, exhibits, and schedules, as approved by the Board of Commissioners under Resolution No. 74 during the June 24, 2026 board meeting.
2. Proofs of Public Notice
Record Requested: All certified proofs of publication, publisher affidavits, newspaper advertisements, and official public notice postings concerning the mandatory 45-day public inspection window and public hearing dates associated with the aforementioned FY 2026–2027 NBHA Annual Plan approved on June 24, 2026 under Resolution No. 74 during the June 24, 2026 board meeting.
3. CSG Advisors Contract (Immediate Access Record)
Record Requested: The fully executed professional services contract, agreement, and accepted Request for Proposal (RFP) response between the NBHA and CSG Advisors Inc. regarding development consulting services, as approved at the July 6, 2026 special board meeting. (Subject to immediate access provisions under N.J.S.A. 47:1A-5(e)).
4. Langan Engineering Contract (Immediate Access Record)
Record Requested: The fully executed professional services contract, agreement, and accepted Request for Proposal (RFP) response between the NBHA and Langan Engineering and Environmental Services LLC regarding environmental consulting services, as approved at the July 6, 2026 special board meeting. (Subject to immediate access provisions under N.J.S.A. 47:1A-5(e)).
5. July 6, 2026 Special Meeting Records
Record Requested: The official approved minutes, official meeting transcripts, audio or video recordings, and full text of all resolutions voted on during the Special Meeting of the NBHA Board of Commissioners held on July 6, 2026.
6. 2026 Meeting Records Block
Record Requested: The official approved minutes and text of resolutions for all regular, special, or emergency meetings held by the NBHA Board of Commissioners from January 1, 2026, through June 30, 2026, inclusive.
7. Most Recent 5-Year PHA Plan
Record Requested: The most recent version of the NBHA 5-Year Public Housing Agency (PHA) Plan (HUD Form 50075-5Y or automated equivalent) submitted to HUD, inclusive of all attachments, amendments, revisions, and corresponding Board of Commissioners approval resolutions.
STATUTORY OBLIGATIONS & NOTICE TO CUSTODIAN
1. Immediate vs. Standard Access Timelines: Items 3 and 4 (contracts) are subject to immediate access pursuant to N.J.S.A. 47:1A-5(e). For all remaining items, access or a formal written response is required as soon as possible, but not later than seven (7) business days after receiving this request pursuant to N.J.S.A. 47:1A-5(i).
2. Piecemeal Release: If certain records require additional time to retrieve, please provide a piecemeal release of all immediately available records without delay.
3. Written Explanation for Redaction/Denial: If access is denied or any portion of a record is redacted, N.J.S.A. 47:1A-5(g) mandates that you provide a specific statutory legal basis for each denial or redaction.
4. Broad Access Required: In accordance with N.J.S.A. 47:1A-1, OPRA mandates that "all government records shall be subject to public access unless exempt," and any limitations on the right of access "shall be construed in favor of the public's right of access."
5. Common Law Access & Draft Minutes: To the extent any document is asserted to be exempt under OPRA (including any meeting minutes that have not yet received formal board approval), I hereby request access under the New Jersey Common Law Right of Access pursuant to N.J.S.A. 47:1A-8. As a member of the public, my interest in transparency regarding public authority expenditures, HUD filings, and official board actions substantially outweighs any agency interest in confidentiality.
