This is a request for clarification in reference to the below public records request.

My efforts thus far to provide you with responsive records have disclosed the following:

* As of April 1, 2019, Monmouth County transitioned from documenting Naloxone administration via paper form (which is the subject of your request) to electronic reporting.
* The electronically reported information is entered into and stored in a database that is maintained by the New Jersey State Police and HIDTA.
* I have been advised that, in response to requests for public Naloxone information, the New Jersey State Police and HIDTA have been willing to release a spreadsheet that contains data that has been reported and is maintained in its database.
* All municipalities in Monmouth County were required to submit electronically and utilize the database for Naloxone reporting as of April 1, 2019. Some but not all of the towns also continued submitting paper forms post-April 1, 2019. Therefore, compliance with your request for paper forms would not produce an accurate total number of Naloxone reports for the period from April 1 through December 31, 2019 -- because some number of the reports would have only been submitted electronically.
* For the period of your request from January 1 through March 31, 2019, the paper forms was the only reporting method.

We can comply with your original request for "copies of the form required by the state Attorney General's Office when Naloxone (Narcan) was administered to an overdose victim" for the period from Jan 1 to Dec 31, 2019. As stated, however, the mid-year change in method of reporting means that the records you've requested will not produce a complete/accurate number of reported Naloxone incidents for the calendar year.

In light of the above, please clarify and/or amend your request to assist me in providing responsive information.
