We have been trying to get assistance from the municipal clerks and
Superintendent of Schools to answer your request and here is what we have
collected:

Municipal Elections

                Non-Partisan Municipalities       Require Run-off
Elections

                Borough of Allenhurst                    Uncertain

                City of Asbury Park                          Yes

                Borough of Avon                              No

Borough of Bradley Beach            Yes

Borough of Deal                                Yes

                Borough of Highlands                     Yes

                Borough of Keansburg                   No

                Borough of Loch Arbour                Uncertain

                City of Long Branch                         Yes

                Borough of Monmouth Beach    Uncertain

                Township of Ocean                         Yes

Borough of Tinton Falls                  No (vote changed
status in 2020)

We have tried to get the Superintendent of Schools to give us a definitive
answer about run-off elections.  All they gives us is NJSA 18A:12-15 (c),
which states that a special election is required if candidates tie in the
votes.
