MSCHE Complaint Records, Complaint Charts, and Supporting Source Materials
Dear Sussex County Community College,
Please accept this electronic request for government records made under the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq., and, to the extent applicable, the common law right of access.
This request concerns Sussex County Community College’s responses to the March 5, 2026 MSCHE follow-up questions, specifically MSCHE’s request under Standard II / Verification of Compliance for institutional records of student complaints and faculty/staff complaints, including the number handled, type, and number resolved.
SCCC’s response to MSCHE indicated that the “latest document” concerning student complaints and the “latest document” concerning faculty/staff complaints had been uploaded to the MSCHE portal.
I request electronic copies of the following records:
1. The complete “latest document” uploaded to the MSCHE portal concerning institutional records of student complaints, including any chart, spreadsheet, table, summary, narrative, attachment, exhibit, or supporting document showing the number handled, type, and number resolved.
2. The complete “latest document” uploaded to the MSCHE portal concerning institutional records of faculty and/or staff complaints, including any chart, spreadsheet, table, summary, narrative, attachment, exhibit, or supporting document showing the number handled, type, and number resolved.
3. All source records used to create, compile, verify, or support the student-complaint document referenced above, including complaint logs, complaint summaries, grievance records, student-affairs records, student-discipline records, Title IX / civil rights / discrimination records, ethics complaints, campus-security complaint records, written complaints to administrators, and any records showing resolution or disposition.
4. All source records used to create, compile, verify, or support the faculty/staff complaint document referenced above, including HR complaint logs, grievance records, faculty/staff complaint summaries, ethics complaints, civil rights / discrimination complaints, retaliation complaints, union grievance records, written complaints to administrators, and any records showing resolution or disposition.
5. All emails, letters, memoranda, notes, spreadsheets, drafts, transmittals, internal messages, or other communications concerning the preparation, revision, review, approval, or upload of the student-complaint and faculty/staff complaint documents submitted to MSCHE.
6. All communications between SCCC and MSCHE, the MSCHE evaluation team, or any MSCHE representative concerning student complaints, faculty/staff complaints, complaint tracking, complaint resolution, complaint categories, complaint omissions, complaint reporting, or the March 5, 2026 Standard II / Verification of Compliance follow-up request.
7. All portal-upload confirmations, upload logs, filenames, metadata, transmittal emails, cover letters, or index entries showing when the complaint-related documents were uploaded to the MSCHE portal, by whom, and under what Standard, criterion, or evidence category.
For clarity, this request includes records maintained by or circulated among the President’s Office, Board of Trustees, Human Resources, Student Affairs, Title IX / civil rights personnel, Campus Security, General Counsel or outside counsel where not privileged, accreditation liaison personnel, MSCHE response team members, and any administrator or employee involved in preparing SCCC’s MSCHE response.
If SCCC contends that any portion of any responsive record is exempt, please produce all reasonably segregable non-exempt portions and identify the specific statutory basis for each redaction or withholding. Please do not withhold an entire record merely because a portion may be exempt.
Please also identify any responsive records withheld on the basis of attorney-client privilege, attorney work product, privacy, personnel-record exemptions, student-record exemptions, or any other asserted exemption by providing a privilege/redaction log sufficient to identify the type of record, date, author, recipient, general subject matter, and basis for withholding.
