Dear Ms. Boyd:
As you may know, the purpose of OPRA is tomake “identifiable records
accessible” [see MAG Entertainment, LLC v.Division of Alcohol Beverage
Control, 375, N.J. Super. 534 (App.Div. 2006)] to this end:
“A recordscustodian is not required “to conduct research among its
records…and correlatedata from various government records in the
custodian’s possession.” To qualify under OPRA, then, the requestmust
reasonably identify a record and not generally data, information
orstatistics.” [See Bent v. Twp. of Stafford Police Department, Custodian
ofRecords, 381 N.J. Super. 30, 37-38 (App. Div. 2005).]
While the County would like to provide youwith the documents you seek, we
cannot undertake an investigation of our filesto ascertain which
documents, that may be in the County’s possession orarchives, apply.
You may re-submit your request, identifyingspecific documents, dates,
complete addresses, etc.
