Minutes of closed session meetings, plus other records

This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
RECORDS REQUESTED:
1. Minutes of the Board's nonpublic (i.e. closed or executive) meetings held on the following dates: 03/08/2016, 07/24/2018, 08/13/2019, 02/25/2020, 05/12/2020, 06/23/2020, 07/14/2020, 07/28/2020, 2/23/2021, 04/27/2021 and 04/13/2021. If you assert that any portions of any of the requested minutes are exempt from disclosure, please provide redacted versions of those minutes rather than suppressing them in their entirety. Also, for each element redacted from any set of minutes, kindly set forth the particular privilege or protection relied upon and describe the nature of the element so that I can assess the applicability of the asserted privilege or protection.
2. The public minutes of the meetings held on 03/08/2016, 07/24/2018, 08/13/2019, 02/25/2020, 05/12/2020, 06/23/2020, 07/14/2020, 07/28/2020, 2/23/2021, 04/27/2021 and 04/13/2021 all contain a paragraph noting that the meeting was closed so that "the Commissioners could discuss matters that were deemed privileged." For each of the above dates, I would like any motion, resolution or any other writing, if any exist, that sets forth the general nature of the subjects privately discussed.

Good afternoon sir. I hope this email finds you doing well and everyone staying safe and healthy. We are in receipt of your OPRA request and provide the following:
1. Attached document contains the requested closed session meeting minutes for the dates specified in the request
2. After consulting with counsel, the Board was advised that every time closed session occurs a resolution need be adopted which the Board will do. The Board had previously adopted a resolution which it believed sufficed for all closed sessions.
3. The Board does not have a specific OPRA request form. We will honor a request in writing, via fax, email or OPRA/OPMA website.
