Please accept this as my request for government records under both OPRA and the common law right of access. Thank you very much for your commitment to transparent government.
Note that in response to Nos. 1, 3, 6, 7 and 8 below, your office may fulfill the requests for public meeting minutes by a) placing those minutes on the Borough's website and b) advising me the location of the postings instead of sending the minutes to me. I would like to gently remind your office that much of this OPRA request (as well as other requests) wouldn't have been necessary had the Borough's public bodies posted their agendas and minutes on-line. Note, for example, that there is a "Land Use Board Agendas/Minutes" section on the Borough's website (http://hasbrouck-heightsnj.org/planning_...) that contains only agendas and no minutes. Note also that the most recent Borough Council meeting for which minutes are available was on September 13, 2022. In the interest of transparency, can you please ensure that meeting minutes of all public bodies are posted on-line as soon as they are available? Thank you.
RECORDS REQUESTED:
1. The meeting minutes, both public and nonpublic (closed or executive), for the five (5) most recently held meetings of the Ethical Standards Board.
2. For each of the five (5) most recently held meetings of the Ethical Standards Board for which public meeting minutes were NOT provided in response to #1 above, I would like the "adequate notices" (N.J.S.A. 10:4-8(d)) that were "prominently posted" for each such meeting. If the posted notices aren't available, please provide the versions that were "mailed, telephoned, telegrammed, or hand delivered to at least two newspapers which newspapers shall be designated by the public body to receive such notices because they have the greatest likelihood of informing the public within the area of jurisdiction of the public body of such meetings . . ."
3. The meeting minutes, both public and nonpublic (closed or executive), for the five (5) most recently held meetings of the Rent Board .
4. For each of the five (5) most recently held meetings of the Rent Board for which public meeting minutes were NOT provided in response to #3 above, I would like the "adequate notices" (N.J.S.A. 10:4-8(d)) that were "prominently posted" for each such meeting. 5. A notice published on January 22, 2022 advised that the Ethical Standards Board would meet on January 26, 2022 "to confer with counsel in respect to the two currently pending complaints." Regarding this, I would like: a) the public and nonpublic meeting minutes of this meeting (provided that they were not already responsive to #1 above); b) any documents (including, but not limited to, notices of violation, notices of dismissal, notices of settlement) that resolved the two currently pending complaints addressed at that meeting.
6. Public meeting minutes of the three (3) most recently held Land Use Board meetings for which minutes are available.
7. Public meeting minutes of the three (3) most recently held Board of Health meetings for which minutes are available.
8. Public meeting minutes of the three (3) most recently held Board of Trustees of the Free Public Library meetings for which minutes are available.
9. For the person who presently serves as Emergency Management Coordinator, his or her "name, title, position, most recent annual salary and length of service." (See N.J.S.A. 47:1A-10).

See attached, January 26, 2022 Ethical Standards Board Minutes - Regular
Meeting Minutes & Redacted Executive Meeting Minutes which are
"privileged attorney client communications".
We will need to research the archives to see what other records exist
pertaining to your request. We will respond on or before 2/23/23.

response to #1 above, I would like the "adequate notices" (N.J.S.A.

In reviewing the records available to me the only meeting held in the past
five years was on January 26, 2022. As noted above, research of the
archives will need to take place to see if any such meetings took place

Attached please find the Rent Leveling Board Meeting Minutes for March 20,
2018 that is readily available to us. We will need to research the

On December 31, 2022, I submitted a supplemental OPRA request titled "Ethics complaint and resolution, and minutes of Ethics and Rent Board meetings." Within that request, I withdrew certain potentially burdensome elements of my December 5, 2022 request and also requested some more specific records, notably an apparent ethics complaint against the police chief that was referred to in the Ethics Board's January 26, 2022 executive meeting minutes.
