May 2025 Bonds, Deeds, Document Fraud, and Regional Connections

Under the New Jersey Open Public Records Act (OPRA), I request the following records:
The specific project(s) funded by the May 15, 2025, Subordinated Utility System Revenue Bonds ($1,498,068 I-Bank Bond, $1,224,205 Fund Bond), including: Any agreements or collaborations with the Stony Brook Regional Sewerage Authority (SBRSA), the NJ Infrastructure Bank, or other regional utilities (e.g., Willingboro MUA, Monroe Township MUA, Passaic Valley Sewerage Commission, Somerset Raritan Valley Sewerage Authority).
Details of water diversion plans from the Mt. Laurel Aquifer to external entities, including quantity, destination, and purpose. All records related to a land transaction notarized on March 23, 2025 (assuming a 2026 typo), handled by Endurance Abstract LLC (700 Cinnaminson Ave, Palmyra, NJ), including: Original and any revised copies of the deed, with evidence of alterations (e.g., white-out, copier marks, differing ink signatures) noted in the copy found discarded in MUA trash. Names of grantor(s) and grantee(s), property details (block/lot), ownership history, and appraisal value. Communications or contracts with Endurance Abstract LLC regarding this deed or other land transactions linked to the bond project.
Records of involvement by Mount Laurel Mayor Nikitas "Nick" Moustakas, MUA staff, or board members in approving or influencing the deed, bond issuance, or regional utility projects, including: Financial disclosures, conflict-of-interest filings, or personal interests in Endurance Abstract LLC, SBRSA, or other regional authorities. Any dual roles or directorships held by Jonathan Sears across the MUA, SBRSA, or other utilities.
Internal audits, complaints, investigations, or correspondence regarding document handling, bond fund use, or inter-authority agreements since January 1, 2025, including those related to the discarded deed.
Maps, engineering plans, or environmental impact statements for bond-funded projects, specifying locations and connections to regional water or sewer systems beyond Mount Laurel.
