I am writing to request detailed information regarding the utilization of the Matawan Police Department's golf cart since it was placed into service by the Borough of Matawan. Specifically, I am seeking the following information:
The total number of emergency calls or incidents to which the Matawan Police Department has responded using the police golf cart. Please exclude instances related to parades or other planned community events within Matawan.
The total number of parades and other planned community events within Matawan where the police golf cart has been utilized.
The total number of occasions on which the police golf cart has been used outside the Borough of Matawan for official police duties.

We write to advise that your Request is hereby denied due to its failure
to identify specific government records for disclosure/production by the
Borough. When a Request seeks information or asks questions and does not
identify specific government records, it is deemed “complex”. A request
is “complex” because it fails to specifically identify the documents
sought and that request is not “encompassed” by OPRA. See New Jersey
Builders Association v. New Jersey Council on Affordable Housing, 390 N.J.
Super. 166, 180 (App. Div. 2007). A proper request under OPRA must
identify with reasonable clarity those documents that are desired, and a
party cannot satisfy this requirement by simply requesting all of an
agency's documents. See Bent v. Stafford Police Department, 381 N.J.
Super. 30, 37 (App. Div. 2005).
Custodians are not required to conduct research or create new records in
response to an OPRA request. Because your Request requires research on
the part of the custodian to identify any responsive records, it is hereby
denied. Please be guided accordingly.
