Dear Princeton NJ OPRA,
I was able to log into the GovQA portal and access request P000174-070126 only by clicking "Public Records Archive". However, the request detail page only displays the request summary. It does not show any charges to accept or any responsive documents to download, despite the status indicating "Waiting for Acceptance of Charges."
Could you please verify whether a cost estimate or responsive records have been uploaded to my request? If there is a cost estimate, I am unable to view or accept it through the portal.

Dear Records Custodian,
Thank you for your response.
I would like to receive the first 20 minutes of Patrolman Toombs' body-worn camera footage and the 17-second Ring camera footage that are available at no charge.
At this time, I do not wish to request the additional footage that would require payment of a special service charge.
Thank you for your assistance.
Sincerely,
Shannon Connor

RE: Police Records Request of July 01, 2026, Reference # P000174-070126
Dear Shannon Connor,
Princeton, NJ received a public records request from you on July 01, 2026.
Your request mentioned:
Records sufficient to identify the make, model, and manufacturer of the
electric bicycle or motorcycle involved in the fatal crash that occurred
on or about April 26, 2026, at or near the intersection of Ewing Street
and Terhune Road in Princeton, New Jersey.
Please also provide any photographs of the electric bicycle or motorcycle
involved in the crash.
If available, please also provide any body-worn camera footage depicting
the electric bicycle or motorcycle involved in the crash.
My preferred delivery method for response(s) to this request is by e-mail
as attachments.
Princeton, NJ has reviewed your request and has determined that the
records requested are exempt from disclosure under public records law for
the following reasons:
The requested body-worn camera recording is denied. The requested
recording depicts a juvenile involved in a bicycle crash who sustained
serious bodily injury and subsequently passed away. Disclosure of the
recording would reveal highly sensitive and graphic images and information
concerning the juvenile's condition and would constitute an unwarranted
invasion of privacy. These privacy interests are protected under N.J.S.A.
47:1A-1, which requires public agencies to safeguard against unreasonable
invasions of personal privacy when responding to requests for government
records. The footage is also protected against disclosure pursuant to
N.J.S.A. 40A:14-118.5j and -118.5l, which exempt, among other things, the
release of body worn camera footage when a parent, legal guardian or next
of kin requests that the footage not be made available to the public.);
N.J.S.A. 2A:4A-60, which requires that records of law enforcement
agencies, pertaining to juveniles be strictly safeguarded from public
inspection; and N.J.S.A. 47:1A-1.1, which exempts from disclosure
photographs or videotapes of the body or any portion of the body of a
deceased person.
Accordingly, the requested body-worn camera recording is exempt from
disclosure.
New Jersey Police Crash Investigation Report #26-15259 has been identified
as responsive to your request. The document has been redacted to exclude
information that is not subject to disclosure under the Open Public
Records Act. Pursuant to N.J.S.A. 47:1A-1, personal identifying
information has been withheld (Juveniles name, DOB, street addresses) as
disclosure would violate the right to privacy under N.J.S.A. 47:1A-1.1.
This completes your OPRA request. If you need any additional assistance,
please advise.
You have a right to challenge the decision by the Municipality of
Princeton to deny access. At your option, you may either institute a
proceeding in the Superior Court of New Jersey or file a complaint with
the Government Records Council (“GRC”) by completing the Denial of Access
Complaint Form. You may contact the GRC at 866-850-0511, by mail at P.O.
Box 819, Trenton, NJ, 08625, by e-mail at [1][email address], or at
[2]www.state.nj.us/grc. All questions regarding complaints filed in
Superior Court should be directed to the Court Clerk in your County. You
may want to consult with an attorney prior to filing a complaint.
This completes your request. For questions or additional information,
please reply to this email.
Sincerely,
Municipality of Princeton
Office of the Clerk
