Please be advised that, as worded, your request is overly broad pursuant
to MAG Entertainment, LLC v. Division of Alcoholic Beverage Control, 375
N.J. Super. 534 (App. Div. 2005), Bent v. Stafford Police Department, 381
N.J. Super. 30 (App. Div. 2005) and New Jersey Builders Association v. New
Jersey Council on Affordable Housing, 390  N.J.Super.  166 (App.  Div. 
2007).   

Under OPRA, agencies are required to disclose only "identifiable"
government records not otherwise exempt ... In short, OPRA does not
countenance open-ended searches of an agency's files."  MAG, 375 N.J.
Super. at 549.  Further, in Bent v. Stafford Police Department, 381 N.J.
Super. 30, 37 (App. Div. 2005), the  Court held that a requestor must
specifically describe the document sought because OPRA operates to make
identifiable government records "accessible." "As such, a proper request
under OPRA must identify with reasonable clarity those documents that are
desired, and a party cannot satisfy this requirement by simply requesting
all of an agency's documents."  Id.  

Your request essentially seeks "any and all case files," which is overly
broad.   

Among the types of records you do specify, the many of these would be
criminal investigatory records regardless, which  are exempt from
disclosure under OPRA pursuant to N.J.S.A. 47:1A-1.1.    These including
records such as investigation reports, video evidence (aside from body
camera footage, which does not existing in this case) and evidentiary
photos.  
Video and audio files are beyond the retention periods anyway.  
With respect to "incident reports," however, the City has reviewed its
files and has located responsive records to your request. Please log in to
the Jersey City OPRA Center at the following link to retrieve the
appropriate responsive documents.

The purpose for which you are seeking the records does not factor into the
analysis under OPRA.    If you are also seeking this under alternative
open records laws, and wish to consider your individualized need against
the confidentiality of investigation records, we ask that you verify your

the need.  Specifically, please clarify whether what you are "fact
checking" is your company's own production, a production by a company
client, a publication by another media entity, etc.
