The Borough of Leonia (“Borough”) records custodian received your Open
Public Records Act (“OPRA”) request on August 4, 2021.  The seven business
day deadline to respond to your request is August 13, 2021.  As such, the
Borough is timely responding to your OPRA request in accordance with New
Jersey law. N.J.S.A. 47:1A-5.
Your OPRA request seeks the following related to - `A list of property
addresses that, as of today, have delinquent property taxes and open
property liens. This list needs to include amounts of balances owed.
-Detailed Lien Status Report
-All properties that had any utilities shut off.
-Properties that have entered/completed the probate process
-A list of property addresses that have received any code violations since

With respect to the portions of your request seeking  Delinquent property
taxes, open property liens and Detailed Lien Status Report, and  A list of
all residential property addresses that are currently vacant or abandoned,
attached please find 6 pages of records that are responsive to your
request.
With the exception of vacant property registration, the Building
Department does not maintain a master list for the data requested.
There are no records pertaining to the portion of your request seeking
` All properties that had any utilities shut off, Properties that have
entered/completed the probate process, A list of property addresses that
have received any code violations since the beginning of the year. Please
provide the type of violation. (Including Vacant Property),A list of all
residential property addresses that are currently vacant or abandoned, A
list of all residential property addresses that are condemned.` as we do
not maintain such a list. Please be advised that as per Matthews v. City
of Atlantic City (Atlantic), GRC Complaint No. 2008-123 (February
2009), the Council decided that a custodian “was under no obligation to
create a list compatible to the Complainant’s OPRA request because OPRA
does not require a custodian to produce new documents . . .” Id. at 6.`
Your OPRA request is now deemed answered and closed. Thank you for your
