This request is invalid under OPRA because it is a request for information, not a request for a properly identified government record. See, e.g., Wilcox v. Twp. of West Caldwell, GRC Complaint No. 2004-28 (Oct. 2004) (holding that a request for the name of the person who made a zoning violation complaint was not a valid OPRA request because it asked for information, not access to a government record). OPRA does not require the Township to complete forms, answer questions, or provide information. See N.J.S.A. 47:1A-1; MAG Entm’t, LLC v. Div. of Alcoholic Beverage Control, 375 N.J. Super. 534, 546, 549 (App. Div. 2005) (OPRA “is not intended as a research tool . . . to force government officials to identify and siphon useful information. Rather, OPRA simply operates to make identifiable government records “readily accessible for inspection, copying, or examination”).

Washington Township does not provide water service. You need to contact the Washington Township Municipal Utilities Authority.
