Dear Jefferson Township,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
- A list of all property addresses that have an unpaid property tax bill. Please also include in the list or separately a list of properties whose property tax bill was liened against the property.
- A list of all property addresses that have had their water bill liened against the property, have failed to pay their water bill, or have had the water shut off at any point.

The Jefferson Township Clerk’s Office received your request (the “Request”) under the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq. (“OPRA”). In the Request, you sought access to the following:
- A list of all property addresses that have an unpaid property tax bill. Please also include in the list or separately a list of properties whose property tax bill was liened against the property.
- A list of all property addresses that have had their water bill liened against the property, have failed to pay their water bill, or have had the water shut off at any point..
Response: A list of liens is attached in response to your request for "a list of all property addresses whose property tax bill was liened against the property" and "a list of all property addresses that have had their water bill liened against the property"
In response to your request for " a list of all property addresses that have an unpaid property tax bill", "list ......have failed to pay their water bill", "list.......have had the water shut off at any point" there are no documents responsive to your request.
If your request for access to a government record has been denied or unfilled within the seven (7) business days required by law, you have a right to challenge the decision by the Township of Jefferson to deny access. At your option, you may either institute a proceeding in the Superior Court of New Jersey or file a complaint with the Government Records Council (GRC) by completing the Denial of Access Complaint Form. You may contact the GRC by toll-free telephone at 866-850-0511, by mail at P.O. Box 819, Trenton, NJ, 08625, by e-mail at [email address], or at their web site at www.state.nj.us/grc. The GRC can also answer other questions about the law. All questions regarding complaints filed in Superior Court should be directed to the Court Clerk in your County.

Hi Mr. Stallone, at present, the Township is in its tax quarter, meaning most accounts have unpaid taxes as of today's date.. I would recommend submitting an OPRA request at the end of August/beginning of September (tax quarter ends August 10th) and I will see if that is a report that can be generated by the Tax Office. Please let me know if that will work for you.
Also, if possible, please utilize the Township portal at: https://jefferson.seamlessdocs.com/f/Jef... to submit the OPRA request so it is not tagged as a junk mail. Utilizing the portal means you will receive a confirmation that your OPRA has been submitted as well as a copy of your submission. It also assigns a tracking number.
