Seeking documentation that clarifies competitive jobs vs positions that are subject to appointment without interview or following civil service guidelines related to department heads and upper, and middle management.

A list of positions that are NOT subject to competitive hiring. Specifically, is the Medstar Director of Operations Subject to job posting and interview process or is it an appointment?
Please provide existing documentation for which positions are subject to the above.
