I am writing to request an internal review of Rowan University's handling of my OPRA request 'list of all Rowan exempt AFT bargaining unit employees that have been furloughed in July 2020'.
Rowan has broken the law by not responding or requesting time extensions to this OPRA request. It is unacceptable that a large, public institution so flagrantly skirts open public records act legal requirements. Please correct these outstanding issues immediately for this request and others.

Rowan University has received your request for "an internal review of Rowan University's handling of my OPRA request 'list of all Rowan exempt AFT bargaining unit employees that have been furloughed in July 2020'". However, the request seeks an investigation for information and/or asks questions and does not identify a specific government record. As such, your request is an invalid OPRA request and is denied for that reason. Please see NJ Builders Assoc v. New Jersey Council on Affordable Housing. 390 N.J. Super. 166,180 (App.Div.2007). When a request is complex because it fails to specifically identify the documents sought, then the request is not encompassed by OPRA.
