License plate, person, and address inquiries
Dear Somers Point City,
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Pursuant to the New Jersey Open Public Records Act (“OPRA”), N.J.S.A. 47:1A-1 et seq., please accept this letter as a request for access to government records.
I am requesting copies of the following records:
1. License plate inquiry records.
Any and all logs, reports, screen prints, audit trails, inquiry histories, or other records reflecting queries, lookups, or checks run on any of the following license plate numbers, including but not limited to inquires made through MVC, NCIC, state or local law enforcement databases, CAD/RMS systems, or any other government databases or systems, for the period January 1, 2016 to present:
• New Jersey D86VYS
• New Jersey A35RPE
• New Jersey G47MXX
• Massachusetts 3050A or 3050D
For each responsive record, please include, to the extent not exempt from disclosure: date and time of the inquiry, the system or database used, the originating agency, and any available identifier for the user or terminal from which the inquiry was made.
2. Searches/queries involving specified persons and addresses.
Including, but not limited to, any and all logs, reports, audit trails, screen prints, CAD/RMS histories, or other records showing internet searches, database queries, CAD entries, “person checks,” address checks, or similar electronic lookups using public resources, government databases, CAD systems, or agency technology, that included any of the following search terms or identifiers, for the period January 1, 2015 to present:
• “Kim Spagone”, “Kimberly Spagone”, “Kim L. Spagone”, or “Kimberly L. Spagone”
• “Kim Simmerman”, “Kimberly Simmerman”, “Kim L. Simmerman”, or “Kimberly L. Simmerman”
• “Kim Atack”, “Kimberly Atack”, “Kim L. Atack”, or “Kimberly L. Atack”
• “17 Laurel Avenue, Linwood, NJ” or "17 Laurel Ave, Linwood, NJ"
• “300 East Mill Road, Northfield, NJ” or "300 E Mill Rd, Northfield, NJ"
• “500 W Poplar Avenue, Linwood, NJ” or "500 West Poplar Ave, Linwood, NJ"
This request includes, but is not limited to, queries run through: law enforcement databases, statewide or local records management systems, CAD systems, investigative databases, or any other information systems operated or accessed by your agency. For each responsive record, please include, to the extent not exempt: the date and time of the query, the system or database used, the originating agency, and any available identifier for the user or terminal from which the query was made.
If any portion of this request is unclear or overly broad, please contact me so that I may clarify or narrow it. If any records are withheld or redacted, please provide the specific legal basis for each withholding or redaction as required by OPRA, including citation to the applicable statute or exemption.
