Your OPRA request sought access to the following:
This is a request for public records made under OPRA and the common law
right of access. I am not required to fill out an official form. Please
acknowledge receipt of this message.
Records requested:
Requesting all legal settlements entered into by the Township or its
insurer with any person, corporation, business, or other entity for the
years 2020, 2021, 2022, and 2023 year to date.
Your request requires additional time beyond the seven (7) business days
to fulfill. OPRA allows custodians to seek extensions of time pursuant to
N.J.S.A. 47:1A-5.1. Specifically, OPRA states that, “the requestor shall
be advised by the custodian when the record can be made available. If the
record is not made available by that time, access shall be deemed denied.”
Your request requires an extension of time until December 29, 2023.
If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have the
right to challenge the decision by the Township of Franklin to deny
access. At your option, you may either institute a proceeding in the
Superior Court of New Jersey or file a complaint with the Government
Records Council (GRC) by completing the Denial of Access Complaint Form.
You may contact the GRC by toll-free telephone at 866-850-0511, by mail at

questions about the law. All questions regarding complaints filed in
Superior Court should be directed to the Court Clerk in your County.

I am requesting an update on my original request from Dec. 11. You responded with an extension until Dec. 29. I did not receive anything on Dec. 29. I waited until Jan. 17, long pasted the deadline before I sent another reminder notice.
Now we at Feb. 6, 2024 & I am once again requesting an update on when I can receive this information.

Thank you for your request dated December 12, 2023 submitted under the New
Jersey Open Public Records Act regarding the following records:
“Requesting all legal settlements entered into by the Township or its
insurer with any person, corporation, business, or other entity for the
years 2020, 2021, 2022, and 2023 year to date.”
I apologize for the delay in getting these records to you. We have sent
the two settlement agreements to the Township Attorney for review and have
not received anything back. Attached are the two agreements we have in
our files.
There may be other settlement agreements that we do not have in our files,
you can request them directly from the Central Jersey Joint Insurance
Fund.
Please be advised that you have the right to challenge a denial by filing
a complaint with the Government Records Council within 45 days of the
denial date.
