Legal Invoices with accompanying emails for 2022 - Morris County MEL JIF for the Town of Boonton
Dear Municipal Excess Liability Joint Insurance Fund (Morris County),
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.
Records requested:
Legal invoices with accompanying sender's email (the actual email(s) from the vendor/attorney's office to the receiving individual at the Morris County MEL JIF, and then their respective included attachment(s), which would presumably be the invoices) for all legal services rendered and reimbursed by the Morris County JIF on behalf of the Town of Boonton from January 1, 2022 through December 31, 2022.
My preferred delivery method for response(s) to this request is by E-mail as attachments. Please confirm you have received this request. If you are not the custodian of records, please forward my request to that person and provide their email address to me for future reference.

Mr. Stokes, it has been almost a month, what does “ASAP” exactly mean?, it is not a date, to you it could mean another 30 days and to me it could mean today.
Your response is not acceptable.
Legal invoices are an example of an OPRA request type that is to be “readily available”.
Please respond with an appropriate response.

It was a pleasure to speak with you this morning.
To recap, during our phone conversation you stated there were no records for 2022 that you have been able to locate. You indicated the records I seek would be in possession of the Town of Boonton, as the MEL JIF no longer covers certain liability cases.
I advised that the Town of Boonton also indicated they had no such records. You agreed you would continue your search on your end.
I further advised I was seeking the same records requested for the successive years of 2023, 2024, and 2025 and was going to follow up with separate requests for those years to you. You stated you would also search for those available records (2023-2025) as a part of this current OPRA request, and respond no later than one (1) week from today, 10/24/2025, with a final result on all that I have requested, to which I agreed.

As a follow-up to our conversation last week, I contacted the claims administrator for the Morris JIF, Claims Solutions; they confirmed to me that there are no responsive records from 2022 to present for your request.
