I received your response to my request. I appreciate your efforts, however you did not provide me with the information I requested.

I asked for the Officer Productivity Charts and Motor Vehicle Summonses Charts for each year I requested and year to date 2022.

Please provide the Officer Productivity Charts for all sworn officers and the Motor Vehicle Summons Productivity Charts for all sworn officers as follows: 1/1/2020-12/31/2020, 1/1/2021-12/31/21, and 1/1/2022 to 09/30/2022. I am looking for the total number of summonses issued for each of the above time periods and not month by month charts. I am also looking for the overall Officer Productivity Charts of each sworn officer as described above for the specific time periods and not month to month as provided.

I am writing to request an internal review of Lawrence Township (Mercer)'s handling of my OPRA request 'Lawrence Township Police Department Productivity 2020, 2021, 2022 year to date'.

Dear Clerk,

You originally responded on 10/31/22 acknowledging the clarification I gave you for the material requested. You said you would forward it to the police department.

I made a status inquiry yesterday and received your response. In respect to my original and clarified request, you provided officer productivity for 1/1/20-12/31/20 in the original response along with 20 attachments showing individual months for officer productivity and motor vehicle summonses.

You have failed to provide the officer productivity for the calendar year 2021 as well as 2022 year to date 9/30/22. You have failed to provide any of the three yearly motor vehicle summonses reports as requested.

The information I have requested is public knowledge and the public deserves to know the police department productivity post 2019 when the CEPA lawsuit was filed by six police officers in Lawrence Township alleging ticket quotas. Your refusal to provide the requested documents is troubling and the question that begs to be asked here is Why are you holding back this information? What do you have to hide?

I am giving you the opportunity to provide the requested documents one more time. You provided one of the six charts I am looking for. Where are the rest of them? If the township tabulates summonses on a monthly basis as you have shown with attachments, then why are you not providing the information I've requested in it's entirety.

Not complying with this OPRA request is not a positive message to the residents and taxpayers of Lawrenceville. I trust that this is an oversight on someone's part in the police department and you will rectify this promptly.

I'd prefer not to escalate this request and sue for the information requested.

The Lawrence Police department previously provided the requested
documentation that was available to them after completing the research for
the documentation you requested specifically in reference to your request
for:

In reference to your most recent request I have attached the requested
statistical reports for motor vehicle summonses issued by each Lawrence
Township officer for the years you requested. These statistical reports
were not generated by the Lawrence Township police department however they
are available to the Lawrence police department by InfoCop.

 

Commencing in 2021, the Lawrence Police Department ceased preparing the
older format of monthly productivity charts.  The reports attached to this
response were automatically generated by InfoCop. Commencing in 2021, the
Lawrence Police Department also ceased preparing overall year to date
productivity charts which you have requested.
