Your original OPRA request submitted on May 18, 2024 regarding the
above-referenced matter was responded to on May 22, 2024. Attached please
find the information relative to your original request/new request, which
was provided that shows the time and date Chris Cotter emailed Jack Oakley
regarding the Cotter Strategies 2023 fire study. Mr. Cotter emailed Mr.
Oakley a copy of the final report along with the invoice on Friday,
November, 10, 2023 at 10: 12 AM. Mr. Cotter then sent a second email of
the final version dated November 15, 2023 on Wednesday, November, 15, 2023
at 1:13 PM.  Your original OPRA request did not include a  request for the
ENTIRE PDF ATTACHMENTS ASSOCIATED WITH EACH DATE. Therefore, you were
provided the a copy of the first page of the report along with the time
and date stamp, as requested. Your OPRA request was complete. In addition,
the Cotter Strategies Report - 2023 was made available to the public on
