In accordance with Elcavage v. West Milford Twp (Passaic) your
request is invalid. In order to specifically identify the record
must contain the following four (4) characteristics:
(1) the content and/or subject of the correspondence

transmitted
(3) must identify the sender (by name or Title)
(4) must identify the recipient (by name or Title)

Upon further review, issue is not that we need clarification but
that the system cannot distinguish calls. In regards to call logs,
call reports the system doesn't have a function to distinguish OEM
or specific organizations, so no records exist. Likewise, radio
recordings system cannot distinquish calls for specific
organizations which would then require the Township to conduct
research which OPRA is not a research tool. See Bent v. Stafford
Police Department, 381 N.J.Super. 30, 37 (App. Div. 2005).
Further, radio recordings are only retained for 31 days.

This deems your request complete.
