Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

Pursuant to the Open Public Records Act (OPRA), I am requesting access to the following records:
1. All contracts, invoices, or payment records related to Kelly C. Ruffel from January 1, 2020 to present, in connection with her work with or on behalf of the City of Paterson.
2. All emails or written communications between Kelly C. Ruffel and the City of Paterson’s Historic Preservation Commission, Planning Department, Preservation NJ or Mayor’s Office during the same period.
3. Any conflict of interest disclosure forms or ethics filings submitted by or related to Kelly C. Ruffel in her capacity working for or with the City of Paterson.
4. Any records indicating whether Ms. Ruffel was engaged in consulting or outside employment during her tenure with the City.
