According to your email dated May 31, 2019 your OPRA request was submitted
on May 20^th, 2019.  However, please be advised that the university was
not aware of your request until your May 31st follow up message.  This
email shall serve as an initial response to your OPRA Request.    

Your request sought access to the following government records:

All records, documents, reports, and emails to and from Charlie Williams,
and to and from the Office of Affirmative Action Programs from 2011 to
2018 that contain keywords: racism, racial slurs, bigotry, harassment,
Lieutenant Michael J. Gorman, III, Lieutenant Darren Simms, Lieutenant
Keith Graham, Officer David Balanta, Officer Christopher Blath, Officer
Dylan Cosgrove, Officer Randy Diakunczak, Lieutenant Vincent Kearney,
Obidi Anamdi, Adam Shubsda, and Roberto Cruz.

Please be advised that due to the time frame and scope of your request, an
extension of time will be required.  During this time, your request will
be reviewed and assessed to determine whether a special service charge
will be required to process your request. OPRA allows public agencies to
impose special service charges whenever the nature, format, manner of
collation, or volume of a government record embodied in the form of
printed matter to be inspected, examined or copied pursuant to this
section is such that the record cannot be reproduced by ordinary document
copying equipment in ordinary business size or when fulfilling a request
requires an extraordinary expenditure of time and effort. See  N.J.S.A.
47:1A-5c.  OPRA mandates that the requestor shall have the opportunity to
review and accept or reject the charge prior to it being incurred. 
Accordingly, the special service charge, should one apply, will be
communicated to you once it has been calculated. 

In the interim, your request will be extended until June 19, 2019.  OPRA
allows custodians to seek extensions of time pursuant to N.J.S.A. 47:
IA-Si. Specifically, OPRA states that "the requestor shall be advised by
the custodian when the record can be made available. If the record is not
made available by that time, access shall be deemed denied."

accordance with the State Policy, regardless of whether they are open,

Jersey Public Records Act (OPRA) (N.J.S.A. 47:1A-1 et seq.) and Executive
Order 26 4(a).  In addition, the New Jersey Administrative Code, N.J.A.C.
4A:7-3.1 (j) states in part that “all complaints and investigations should
be handled to the extent possible, in a manner that will protect the
privacy interest of those involved.  Confidentiality shall be maintained
throughout the investigatory process.” In light of the above, and in
accordance with the regulations cited, the records requested are
considered exempt from disclosure.
