Re:      OPRA request dated 9/4/19

Dear Ms. Roman:

Kean University received your Open Public Records Act (OPRA) request on
September 4, 2019.  As such, the initial seven (7) business day deadline
to respond to your request is September 13, 2019.  This response is being
provided on the sixth business day after receiving said request.

Your OPRA request sought access to the following government records:

All former employees on Kean payroll- terminated: voluntary and non
voluntary INDIVIDUAL’S NAME, TITLE, POSITION, SALARY, PAYROLL RECORD,
LENGTH OF SERVICE, DATE OF HIRE, DATE OF SEPARATION AND THE REASON
THEREFORE, AND THE AMOUNT AND TYPE OF ANY PENSION RECEIVED

Currently, your request is overly broad, seeks information and fails to
identify with reasonable clarity the specific government records sought as
is required by Bent v. Stafford Police Department, 381 N.J.Super. 30, 37
(App. Div.2005). At this time, we request clarification of your above
stated OPRA request. Please respond in writing and identify the specific
government records sought so that we may process your request. Failure to
provide written clarification of your request by September 26, 2019 will
result in the closure of this OPRA request.

Sincerely,

November 27, 2019

Dear M. Roman:

Kean University originally received your Open Public Records Act (OPRA)
request on November 18, 2019.  As such, the initial seven business day
deadline to respond to your request is Wednesday, November 27, 2019.

Your request sought access to the following government records:

All  employees on Kean payroll from January 2019 to present (present
definition -the date should be current up to the date when the information
is transmitted)

INDIVIDUAL’S NAME, TITLE, POSITION, SALARY, PAYROLL RECORD, LENGTH OF
SERVICE, DATE OF HIRE, DATE OF SEPARATION AND THE REASON THEREFORE, AND
THE AMOUNT AND TYPE OF ANY PENSION RECEIVED.

Government records responsive to your request are included in the Excel
file attached to this e-mail message.  Consistent with responses to prior
requests, please note that the report includes columns titled “DOH”
(signifying “date of hire”) and “AC-DOH” (generally signifying “actual
date of hire”). Notwithstanding the nomenclature used by the system for
these two columns, when a date is included in the AC-DOH column,
differences in the dates between the two columns signifies a change in
employment status; which could (by way of example only) mean a change in
title or rehiring of an employee who previously left employment with the
University. Unfortunately, the system is not configured to provide such
historical data associated with these occurrences in a report, nor
calculate the length of service. Please note also that the “Term Date”
column refers to date of separation. Finally, please be advised that the
requested retirement data resides with the State of New Jersey.

If you have further questions regarding this request, feel free to contact
me or Custodian of Records, Laura Barkley-Haelig, at 908-737-3295.
