The list should include each position’s title, salary, and any other compensation details.
2. Comprehensive information regarding the costs associated with the phone provider service (VoIP) used by the Township. This should include the total monthly or annual cost, any setup or maintenance fees, and detailed breakdowns of charges per department or individual, if applicable.
3. Detailed records of all software licensing costs incurred by the Township, including but not limited to operating systems, application software, cybersecurity software, and antivirus programs. The information should include the name of the software, the licensing period, cost per license, and the total cost to the Township for each software type.
4. Copies of any current IT support contracts that the Township has entered into and RFP responses related to IT support contracts. This should include the scope of support services, duration of the contract, financial terms, service level agreements (SLAs), and any other pertinent details of these contracts.
5. The total number of computer workstations within the Township. This should include each workstation’s location (by department or building, as applicable).

Dear Mr. Briar,

   The Township of Lakewood received your Open Public Records Act
(OPRA) request on April 4, 2024. As such, the seven (7) business day
deadline to respond to your request is April 15, 2024. This response
to your request is being provided to you before the 3rd business day
after the custodian's receipt of said request.
   Please note that the Township responded to item #1 on the first
day, April 4, 2024.

In regards to items 2, 3 and 5, please be advised that OPRA is a
request for a specific government record. A proper request under OPRA
must identify with reasonable clarity those documents that are
desired, and a party cannot satisfy this requirement by simply
requesting all of an agency's documents on a given topic. See Bent v.
Stafford Police Department, 381 N.J. Super. 30, 37 (App. Div. 2005).
OPRA is not a research tool to force government entities to identify
and siphon off information. See Bent v. Stafford Police Department,
381 N.J.Super. 30, 37 (App. Div. 2005). Your request does not
identify a specific government records but rather asks for
"comprehensive information", "the total number of ." or picks a topic
and asks for "detailed records" about same. Then requests the
Township to research whether or not any of these records exist. As
such, your request is an invalid OPRA request. When a request is
"complex" because it fails to specifically identify the documents
sought, then that request is not "encompassed" by OPRA. See New
Jersey Builders Association v. New Jersey Council on Affordable
Housing, 390 N.J. Super. 166, 180 (App. Div. 2007).
Please clarify items 2, 3 and 5 to identify a specific government
record so we may e if same exists.
In regard to item #4, it is not clear what is being referred to as IT
support. Please clarif y. The Township has not gone out for an RFP
for any IT services as per the purchasing department.

If your request for access to a government record has been denied or
unfilled within the seven (7) business days required by law, you have
a right to challenge the decision by the Township of Lakewood to deny
access. At your option, you may either institute a proceeding in the
Superior Court of New Jersey or file a complaint with the Government
Records Council (GRC) by completing the Denial of Access Complaint
Form. You may contact the GRC by toll-free telephone at 866-850-0511,
