Dear Franklin Borough,

Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.

I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.

I WILL NOT use the requested government records for a commercial purpose.

I AM NOT seeking records in connection with a legal proceeding.

-All invoices from RJH Law Enforcement Consultants [Consulting] (Raymond Hayducka) to Franklin Borough from January 1, 2015, to today, July 8, 2026, as well as the contract for legal services and vendor information sheet.

-All hearing recommendations/rulings by RJH Law Enforcement Consultants [Consulting] (Raymond Hayducka).

business day deadline to respond to your request is today, July 17, 2026. 
However, to complete your request the Borough requires an extension of 10
business days or no later than July 31, 2026 due to the responsive
documents being reviewed by our Attorney.

Good morning,

Please see attached your OPRA request received on July 8, 2026.  You were
sent an email on July 17, 2026 requesting an extension until today, July
31, 2026.

Attached are the responsive documents to your OPRA request.

Pursuant to the New Jersey Supreme Court’s decision in Libertarians for
Transparent Government v. Cumberland County, 250 N.J. 46 (2022),
settlement agreements that resolve internal disputes between a public
employee and their employer are considered personnel records. As such,
portions of those agreements that do not fall within the statutory
exceptions of the disclosure of personnel records set forth
in N.J.S.A. 47:1A-10 shall be redacted.

No other records were found in our files.

This concludes your OPRA request and the matter is now closed.
