Invoice of Body Camera Purchase in the Police Department

Good afternoon, Eric Kim,
My name is Chief Andrew Davis of the Clayton Police Department. The Clayton Municipal Clerk, Christine Newcomb forwarded me your OPRA / Common Law Request for records. I received the request on 08/31/23 and am responding to you on the 3rd business day after said request, 09/06/23.
You requested the following information.
1. Total number of body cameras currently deployed in the police department.
2. Date on which body cameras were deployed to any of the police officers for the first time (year and month).
3. All invoices of body cameras purchases (if body cameras were purchased).
4. Dates of initial body camera assignment for each police officer currently employed.
To answer your questions, the police department does not technically maintain a record for the exact information you are requesting, but from my own personal experience and observation, I can provide you a very close answer to all of your questions.
Answer #1: Currently 20 BWCs.
Answer #2: Sometime very close to October 2016, our department deployed 16 BWCs.
Answer #3:(Clarification Requested). I have attached a copy of all of our BWC Purchase Orders (3 in total), which will directly reflect invoices received. Will this satisfy your query. If you need actual invoices, I will request a response back from you and additional time to search / retrieve records from the archives.
Answer #4: (Clarification Requested). Every Uniformed Police Officer has been issued a BWC since 10/2016, and there has never been a lapse in coverage since that time. Every new officer that is hired is issued and is mandated to wear a BWC while on patrol. If you need the start date for each officer hired after 10/2016, please advise me and I will request additional time to pull their individual records. The Clayton Police Department current staffing levels are as follows;
16 - Full Time Officer (Including Chief, Captain, 2 Detectives, 12 Officers assigned to Patrol).
2 - Special Law Enforcement Officers Class 3 (School Resource Officers).
0 - Special Law Enforcement Officer Class 2 (Positions are unfilled at this time but looking to hire 2).
