Please be advised portions of your OPRA request are overly broad and
require clarification. OPRA is not intended as a research tool to force
government officials to identify and siphon useful information. Rather,
OPRA operates to make identifiable government records readily accessible
for inspection, copying or examination. OPRA does not countenance
open-ended searches of an agency’s files. MAG Entertainment, LLC v.
Division of Alcoholic Beverage Control, 375 N.J. Super. 534, 549 (App.
Div. 2005)

A requestor must specifically describe the document sought. Bent v.
Stafford Police Department, 381 N.J. Super. 30, 37 (App. Div. 2005). “As
such, a proper request under OPRA must identify with reasonable clarity
those documents that are desired, and a party cannot satisfy this
requirement by simply requesting all of an agency's documents.” Currently,
your request fails to identify with reasonable clarity the specific
government records sought, as is required by Bent v. Stafford Police
Department, 381 N.J.Super. 30, 37 (App. Div. 2005).

At this time, we request clarification of your OPRA request as set forth
in detail below. Please respond in writing and identify the specific
government records sought so that we may process your request. Failure to
provide written clarification of your request will result in the closure
of this OPRA request.

1. This is a request for information, not a request for a specific
document. Please resubmit your request, specifying a particular document.

2. This is a request for information, not a request for a specific
document. Please resubmit your request, specifying a particular document.

3. Please see invoices attached as provided by the Finance Department.
Redactions to bank account numbers were made pursuant to N.J.S.A.
47:1A-1.1.

4. This is a request for information, not a request for a specific
document. Please resubmit your request, specifying a particular document.

If you have any questions regarding OPRA, please contact the Clerk's
Office: 732-793-3700 ext. 105 or ext. 106.

Thank you!
