Investigation of Financial Records, Agreements, and Project Details (2019-2025)
Under the New Jersey Open Public Records Act (OPRA), I request the following records:
Financial records, budgets, and audit reports for the period 2019–2025, specifically detailing: Funds received from or allocated to the Mount Laurel Township Municipal Utilities Authority (MUA). Expenditures related to water diversion, treatment, or sales agreements beyond SBRSA’s member municipalities (Hopewell, Pennington, Princeton, South Brunswick, West Windsor). All agreements, contracts, or memoranda of understanding between SBRSA and the Mount Laurel MUA, the NJ Infrastructure Bank, or other regional utilities (e.g., Willingboro MUA, Monroe Township MUA, Passaic Valley Sewerage Commission, Somerset Raritan Valley Sewerage Authority) from 2019–2025, including those involving land acquisitions or water resource projects.
Records of Jonathan Sears’ role as Director of Finance, including: His scope of responsibilities and decision-making authority. Communications or financial decisions linking SBRSA to MUA projects, particularly those tied to bonds issued on May 15, 2025, or a land transaction notarized March 23, 2025. Engineering plans, environmental impact statements, or project proposals for water or sewer infrastructure developed or funded between 2019–2025, specifying locations and connections to external systems. Any internal investigations, complaints, or correspondence regarding document handling, fund misuse, or inter-authority collaborations since 2019.
