Investigation into possible Harassment by Lt. Santiago Hernandez/ Gretter Hernandez
Dear North Bergen Township,
Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-5(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.
I AM NOT seeking records in connection with a legal proceeding.

I am requesting all reports and statements given by Captain Raposo in order to subpoena IP address of OPRA created in order to harass Alicia Raposo and witness intimidation and tampering against Capt. Raposo.
Rumor mill states that these harassment has came from Santiago Hernandez or his wife, Gretter Hernandez work computer if that’s the case that the IA commander is culpable of this the Township needs to know.

The Township of North Bergen (the “Township”) received your request made pursuant to the New Jersey Open Public Records Act (“OPRA”), N.J.S.A. 47:1A-1, et seq. on 05/04/2026.
Records requested:
“I am requesting all reports and statements given by Captain Raposo in order to subpoena IP address of OPRA created in order to harass Alicia Raposo and witness intimidation and tampering against Capt. The Township responds:
Your request for, “…all reports and statements given by Captain Raposo…” is overly broad. Under OPRA, agencies are required to disclose only ‘identifiable’ governmental records not otherwise exempt. Wholesale requests for general information to be analyzed, collated, and compiled by the responding government entity are not encompassed therein.” MAG Entertainment, LLC v. Div. of Alcoholic Beverage Control, 375 N.J. Super. 534, 549 (App. Div. 2005). See also Paff v. Galloway Twp., 229 N.J. 340, 355 (2017).
To the extent that your request refers to report 26-035361 reported by Capt. Raposo, said report documents an investigation of N.J.S.A. 2C:28-5. Accordingly, your request is denied pursuant to N.J.S.A. 47:1A-1, N.J.S.A. 47:1A-1.1 (criminal investigatory records) and N.J.S.A. 47:1A-3 (investigations in progress).
As with any OPRA request, you have the right to challenge the decision by the Township with regards to your request. At your option, you may either institute a proceeding in the Superior Court of New Jersey or file a complaint with the Government Records Council (“GRC”) by completing the Denial of Access Complaint Form.
