Good morning,
We are in receipt of your February 21, 2023 OPRA request. Pursuant to OPRA, a response from Rowan University is due within seven (7) business days or March 2, 2023 in this case. You requested:

Any internship agreements between the University and the following municipal entities (including the entities Police Department):
- Glassboro
- Pitman
- Mantua
- Vineland
- Woodbury

Your request did not limit the scope of time or which entities within the municipalities which makes this request voluminous. In effort to respond to your request, Attached is a condensed file with numerous contracts Rowan has with various entities of the municipalities you listed. You will notice that most of the contracts are relatively recent.

If this is acceptable to you, Rowan University will consider this is a full response to your OPRA request and will close this file.

However, if you are looking for more than the attached, we will need more specifics such as scope of time and which departments within the municipality you are looking for. This may require people from, at least, two separate departments to go file by file to search for the contracts. There will be costs incurred for Rowan University to do this work. As you are aware, under circumstances like these, OPRA allows public agencies to impose special service charges whenever the nature, format, manner of collation, or volume of a government record embodied in the form of printed matter to be inspected, examined, or copied pursuant to this section is such that the record cannot be reproduced by ordinary document copying equipment in ordinary business size or when fulfilling a request requires an extraordinary expenditure of time and effort. See N.J.S.A. 47:1A-5.

OPRA mandates that the requestor (you) has the opportunity to review and object to the charge prior to it being incurred. See N.J.S.A. 47:1A-5.c. I will get you an estimate of the costs as soon as possible for you to review and approve. Once we have your approval, we will proceed with getting everything together. Please note that we will not produce any information or begin any work until payment is received. In addition, Rowan will need an additional 20 business days, at least, after receiving your approval and payment to work on your request.

As stated above, unless you advise that the attachment does not satisfy your request, Rowan University will assume it has fulfilled its obligations under OPRA and will close this file.
