Internal Affair Records
Dear Union County,
This is a request for public records made under OPRA and the common law right of access. I am not required to fill out an official form. Please acknowledge receipt of this message.
Records requested:
This request is specifically for the Union County Prosecutor's Office.
We recently contacted the Township of Clark to obtain specific records of a township employee. The Township's official response obtained from the Township's Attorney, Mark Dugan, was that certain records are in the possession of the Union County Prosecutor's Office. If that is the case, we are requesting the following:
- A summary of Lieutenant Antonio Manata of the Clark Township's Police Department internal affair complaints during his employment at the Clark Police Department, to include date complaint filed, types of complaint, dispositions and discipline given, if any.
Thank you
Yours faithfully,
JF

Re: Open Public Records Act (OPRA) Request(s)
This office received your request for Union County prosecutor records
regarding Antonio Manata, on September 7, 2021. The OPRA law requires
that a response be provided within seven (7) business days, beginning the
first business day after receipt of the request. We will have a response
prepared by September 16, 2021.
We will contact you and provide a page count and price, should you wish to
purchase any copies. You also have the option of viewing the records in
the Clerk of the Board’s office. If the records are available
electronically, they can be provided via email if preferred. There is no

remit payment to the following address:
Office of the Clerk of the Board
Union County Administration Building – 6th Floor
10 Elizabethtown Plaza, Elizabeth, NJ 07207
Please do not send cash; kindly make a check or money order payable to the
County of Union. We will provide the documents upon receipt of payment.
If no information is available, or falls under a category protected by
law, our response will provide an explanation.
OPRA ordinarily grants immediate access to budgets, bills, vouchers,
contracts (including collective negotiations agreements and individual
employment contracts), and public employee salary and overtime
information. However, it may take longer to complete requests for
immediately accessible documents depending on the amount of material
requested, medium requested, if redaction is required, or if records are
in storage. For all other records: documents stored in archive, those
that require redaction as provided by law, or requests that require an
extensive amount of work to complete may take longer than seven (7)
business days to compile.
In accordance with the OPRA, requests that require an extensive amount of
effort to complete may be subject to a special service charge in addition
to the statutory per-page fees. Special service fees, if applicable, are
determined on a case-by-case basis and you will be informed of the charge
prior to it being incurred. The archive fee is $2.00 per box—in addition
to the statutory per-page copy fees—and you will be informed of any fees
prior to the charge being incurred.
If your OPRA request is denied, you have a right to appeal the decision.
You may take your appeal to the New Jersey Government Records Council
(GRC) or the New Jersey Superior Court, as provided by N.J.S.A. 47:1A-6
and 7. For additional information on the appeal process, please visit:
[2]http://www.nj.gov/grc/register/appeal/.
We thank you in advance for your anticipated cooperation and patience
while we work to fill your request. If you have any questions, please call
this office at (908) 527-4178 or (908) 527-4157.
Good morning,
I do not understand why you addressed your response to "Anonymous" as my request was clearly signed with my initials.
Also, in order to clarify my request, I am only requesting a summary of Antonio Manata's internal affairs complaints while employed at the Clark NJ Police Department, to include dates, types of complaint, adjudications and punishment, and not the contents of all the internal affairs complaints.
We are requesting for your response to be made in the same format in made the request, electronically, which should be at no cost to me, since all you will be doing is uploading a letter from the record holders with the information we are seeking. Your office has responded to previous requests via email.
Yours sincerely,
JF

Dear Ms Russo
The UCPO had 7 business to review the request that your office forwarded to them on 9/7/07.
It should not take an additional week to “review and respond” to our request since the information we are seeking is simple to obtain and can be provided to us in a letter. It now appears the release of the requested records is being purposely delayed.
We are requesting the information to be given to us by end of business on Monday 9/20/21, since it is imperative we obtain the requested records as soon as possible:
Yours sincerely,
JF
