Please accept this electronic request for public records made under OPRA and the common law right of access. I am not required to fill out an official form or use a particular software platform to submit my request per NJSA 47:1A-6(f), which states that an email from a requestor including all of the information required on the adopted form shall suffice in place of a completed form as a valid government record request.
I HAVE NOT been convicted of any indictable offense under the laws of New Jersey, any other state, or the United States.
I WILL NOT use the requested government records for a commercial purpose.

This firm represents the County of Ocean as Assistant County Counsel.
The County received your January 13, 2026 OPRA and common law request
seeking the below categories of potential government records. The County
denies your request in its entirety for the reasons presented.
1) all grievances and inmate request forms submitted by Jeray Melton from
9/13/2019 to present.
Response: Similar to your request in December 2024, N.J.S.A. 47:1A-9
coupled with N.J.A.C. 10A:22-2.3(a) designates as confidential reports and
records to an identified individual, which, if disclosed, would jeopardize
the safety of any person or the safe and secure operation of a
correctional facility or other designated place of confinement. Matters
relating to grievances are further exempt under N.J.S.A. 47:1A-1.1.
2) any disciplinary reports made pursuant to NJAC 10A:31-16.3 regarding
Jeray Melton from 9/13/2019 to present.

Noting the denial, the New Jersey Department of Corrections provides a web
search engine for those incarcerated. That engine provides limited
details for the public to understand who and why an individual may be
incarcerated in New Jersey. You may access that website at:

Based on the above your request is denied under OPRA.
Turning to the common law right of access, such a request would require
the requestor to provide a reason for seeking records. No such reason was
provided. Therefore, the County’s interest in confidentiality of the
records outweighs your request to obtain records under the common law.
